Symantec management server console problem. This problem arose from an upgrade that did not complete. the upgrade of Symantec's management console was to version 11.0.5. The installation went near the end but did not complete as it was looking for the old version's installation media that was not available.
When the management console was started and the attempt to login was made the message "You cannot log on to the console because the server is not synchronized with the database. Upgrade the server and then log on to the console" was displayed. The remote console would not open.
There was a solution or two available from Symantec. One of which was to change the account he services use to use the administrator account and not the Local System account. this did not help. Un-installing was not an option because that would cause all the clients to get un-managed because the database would be empty at the re-installation. Although someone with more knowledge or experience with manipulating the build-in Symantec database may be able to use the re-installation method. I opted for an undocumented approach and that was to rung the installation of the original version.

The source media was found since this problem first started and running the installation solved the problem and another surprising benefit was that the management console had completed the upgrade.
